Abstract
The Department of Defense (DoD) recognizes that under certain circumstances it may be necessary to locate and respond to underwater munitions. The DoD developed a list of parameters for evaluation of munitions response technologies. The National Defense Center for Energy and Environment (NDCEE) was tasked to review the parameters and survey the ability of currently available technologies. The four main parameters of interest were:
- Meeting safety and environmental requirements (mitigation of explosive hazard, mitigation of environmental impact, and operator safety)
- Operational capabilities (depth, munitions size, containment, water temperatures, and surface conditions)
- Stage of development (research and development versus commercially available)
- Cost (capital, relocation and operation and maintenance).
The NDCEE conducted a market survey and seven technologies were identified and evaluated for their ability to address the potential hazards associated with undersea munitions. The response technologies range from in situ treatment to containment to recovery. In a case study at Ordnance Reef, Hawaii, the technologies were evaluated based on the four main parameters and the Remote Operated Underwater Munitions Recovery System (ROUMRS) developed by ARA, Inc. was selected.
The discussion will cover technology selection parameters and how they affected the overall decision-making process to identify the best available technology for munitions recovery. In addition, the discussion will provide an update on follow on progress, including ROUMRS technology development, preliminary demonstration in a tank environment, and future efforts to be completed.
